Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are conducted: hopeful statements are delivered from multiple capitals. Immense energy is expended on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from across the border, a ability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into grim resignation: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and additional electricity failures.
Persistent Threats
Not long after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a defensive team – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.
With pauses, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on external assistance – a need that neighboring countries are clearly incapable to replace in the near term.
Ineffective Peace Efforts
The detailed framework from US administration provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new proposal from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.
Tactical Assessments
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a assumption understood by experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is unfeasible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, American administration does nothing to discourage Russia, through statements or actions, from believing that the situation will not change more in its favour in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: political desires to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a just a single week to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all did their job.
While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
